Overhead cables in Spain

Anyone walking through Spanish villages sees them everywhere: bundles of cables running crisscross, marring historic facades. What was once a quick and cheap solution for electricity and telecom is now an eyesore for many municipalities. Local governments want to tackle this 'visual pollution' by laying cables underground or concealing them neatly, but they are hitting a technical and financial labyrinth.

The problem is deeply rooted: for years, utility companies pulled their own lines without coordination, meaning no one fully understands the layered network anymore. Furthermore, property rights, high remediation costs, and old habits clash with one another. While cables in Belgium and the Netherlands have been largely underground for decades, Spanish modernization remains a slow process. The big question remains: who will foot the bill for the enormous costs of cleaning up this iconic but messy streetscape?
